PSM submits comment on CBP's proposed rules to improve screening of low-value shipments

On March 14, the Partnership for Safe Medicines submitted comment on Customs and Border Patrol’s (CBP) proposed rules USCBP-2025-0003 and USCBP-2025-0002, which seek to enhance trade enforcement, prevent tariff evasion, and improve security screening for de minimus shipments (those with a value of less than $800) which are admitted to the country with minimal screening.

PSM is fundamentally concerned with de minimus shipping, which has increased from 139 million to nearly 1.3 billion parcels a year over the last decade, because uninspected low-value packages are a significant pathway for counterfeit medicines and equipment to make counterfeit medicines to enter the country.
